Short answer: A New York mobile laser-cleaning project should be reviewed for NYS Department of Labor laser requirements plus any environmental, building, fire, worker-safety, waste and property-specific controls. The NYS credential is the Laser Operator’s Certificate of Competence; it should not be described as a generic “project requirements review.”
New York’s mobile-laser credential
The New York State Department of Labor states that a Class A certificate covers low-intensity mobile lasers and a Class B certificate covers high-intensity and low-intensity mobile lasers. Tri-State Laser Cleaning’s technical reviewer, David Zybin, holds the NYS DOL Class B Mobile Laser Operator credential. A project should also verify whether an installation certificate, site notification or other NYS DOL requirement applies to the planned setup.
What the credential does not replace
The operator certificate does not replace OSHA requirements, the building owner’s permit-to-work process, local fire or building review, environmental requirements or waste obligations. These must be evaluated from the project location, equipment, material and work method.
Pre-1978 properties and EPA RRP
EPA’s RRP Rule generally applies when a paid firm disturbs paint in covered pre-1978 housing or child-occupied facilities. It does not apply to every office, store or industrial building, and the rule includes exemptions and activity thresholds. See EPA’s coverage guidance and EPA’s commercial-building guidance.
OSHA’s construction lead standard is a separate worker-protection rule and applies where employees may be occupationally exposed to lead in covered construction work. See OSHA 29 CFR 1926.62.
